Can you apply for the Thailand retirement visa from inside Thailand or do you need to go abroad?

Both paths are available. If you are already in Thailand on a tourist visa or visa-exempt entry, you can convert to a Non-O at Chaeng Wattana immigration office in Bangkok (or the relevant office in your province). Alternatively, you can apply for a Non-O at a Thai embassy or consulate in your home country or in a neighboring country such as Laos.
