Thai embassies have changed where you are allowed to apply for the Destination Thailand Visa. From 31 August 2026, a DTV application must be submitted to the Thai embassy or consulate that covers your country of citizenship or a country where you legally reside and can prove it.
The practice that most applicants relied on, flying to Vientiane, Ho Chi Minh City, Manila, Kuala Lumpur or another convenient neighboring post and applying there as a visitor, is no longer accepted.
What actually changed
Until now the DTV was unusually flexible about location. You could pick almost any Thai embassy with a short queue and a reputation for smooth processing, apply online through the Thai e-Visa portal, and collect the visa without ever having lived in that country.
That flexibility has been removed. The new position is straightforward:
- You may apply at the Thai mission covering your country of citizenship, or
- You may apply at the Thai mission covering a country where you hold legal residence and can evidence it.
Anything else, including applying as a tourist in a third country, falls outside the rule.
The three dates that matter

Applications that were already submitted before 31 August are processed under the old rules. If your file is already lodged with a neighboring embassy, you do not need to withdraw it or start again.
What this means for you

You planned to apply from a neighboring country
This is the group most affected. If your plan was a short trip to Laos, Vietnam, the Philippines or Malaysia purely to lodge a DTV, that plan no longer works unless you are a citizen or legal resident of that country. Cancel or postpone any travel booked solely for that purpose before you lose the money on it, and redirect the application to the embassy covering your citizenship or residence.
You are a citizen applying from home
Nothing changes for you. Apply to the Thai embassy or consulate covering your country of citizenship exactly as before. If anything, queues at those posts are likely to lengthen over the coming weeks as everyone else is redirected there, so applying sooner rather than later is sensible.
You are an expat living outside your home country
You have two valid routes: the embassy covering your citizenship, or the embassy covering your country of legal residence. The second route depends entirely on your ability to prove the residence, so read the next section carefully before you commit to it.
You are currently in Thailand
The DTV still cannot be applied for from inside Thailand. You will need to leave and apply from your country of citizenship or legal residence, which for many people now means a longer trip than the two week regional hop that used to be standard. Factor that into your timing, particularly if your current permission to stay is running down.
You already submitted before 31 August
Your application continues under the old rules. Keep an eye on your email and the e-Visa portal for requests for additional documents, and do not cancel anything on the assumption that it is now invalid.
What counts as proof of legal residence
Legal residence means a documented right to live in the country, not simply being physically present. Embassies typically look for:
- A residence permit, residence card or long stay visa issued by that country
- A work permit or employment pass tied to a local employer
- A student visa with current enrollment
- Permanent residency documentation
A tourist stamp, a visa exemption entry, a hotel booking or a rental contract on its own will not satisfy this. Requirements vary between posts, so if your residence documentation is unusual it is worth checking before you build a timeline around it.
Practical consequences worth planning for
- Longer timelines. Volume is being redirected to a smaller set of embassies, and processing times at busy posts are likely to stretch.
- Different financial thresholds. Requirements are set by the individual embassy, so the post covering your citizenship may ask for different evidence than the one you had originally planned to use.
- Sunk travel costs. If you booked flights or accommodation around a regional application trip, deal with that now while cancellation is still cheap.
- Stateless and complex cases. A small number of applicants hold citizenship of a country with no Thai mission and have no documented residence elsewhere. These cases need to be looked at individually rather than guessed at.
Common questions
Does this affect DTVs that have already been issued?
No. If you already hold a valid DTV, it remains valid. This change is about where new applications may be filed.
What about renewing or extending?
Extensions inside Thailand are handled by Thai Immigration and are unaffected by where the original visa was issued. A fresh DTV application, however, is a new application and falls under the new rule.
I hold dual citizenship. Which embassy do I use?
Either, in principle. Choose based on where your documentation is strongest and where the covering post is realistically accessible to you.
Can I still apply in a third country if I have strong ties there?
Not on ties alone. The test is documented legal residence, not familiarity or frequent travel.
